Just because someone is Mentally ill, does NOT mean they would or could cause harm to themselves or others.
With this in mind, a mentally ill person can Not be pulled off the street unless they demonstrate such behavior.
People living in Nyc see mentally ill people regularly on the street, most are harmless and a part of the neighborhood.
